POSITION SUMMARY


ICAP at Columbia University is seeking a senior-level health informatics consultant to support the implementation of case-based surveillance (CBS) in Ethiopia.

This is a grant funded contract which may or may not be renewed depending on need.

MAJOR ACCOUNTABILITIES


  • Provide overall technical direction to health information system (HIS) work supporting CBS implementation in Ethiopia including recency testing
  • Ensure close coordination between all key stakeholders including ICAP, Centers for Disease Control and Prevention (CDC), Ethiopian Federal Ministry of Health (FMOH) and Ethiopian Public Health Institute (EPHI)
  • Support development of an HIS roadmap to for CBS data collection, management, analysis, visualization, and use
  • Provide direction on project scoping, timeline and budget estimation, resource planning and monitoring, project execution, and system support
  • Support development of scopes of work for vendors and consultants and help to monitor deliverables
  • Provide expert guidance on national HIS interoperability work, including integrations between patient-level databases, case-based surveillance systems, lab systems, shared health records, and unique identification with biometrics and a master patient index
  • Engage with stakeholders to design and build consensus around an interoperable health information architecture in alignment with the FMOH e-health architecture
  • Engage regularly with key stakeholders to identify project needs and any challenges along with solutions
  • Ensure the CBS health information system is addressing surveillance and program needs, and responds to ongoing health information system needs as the program evolves
  • Ensure that appropriate technical support documentation is developed and made available
  • Provide written and oral updates on status of CBS implementation and contributions to progress reports, technical meetings, continuation applications, and other donor reports and dissemination products
  • Proactively maintain knowledge of recent health informatics developments
  • Ensure that data use agreements are in place and data security standards are followed and well-documented
  • Build local capacity around HIS and CBS through one on one mentoring and identify training needs

EDUCATION


  • Master’s degree in computer science, public health informatics, biostatistics related discipline

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS


  • Minimum of seven (7) years of experience working with health information systems at least five (5) years related with public heath surveillance
  • Demonstrated experience with application development and data collection and management
  • Expertise in documentation, presentation tools, and project management tools
  • Excellent critical thinking, analysis, meeting facilitation, verbal and written communication, interpersonal interactions (e.g., partnering, conflict management, consulting, etc.), and organizational skills
  • Demonstrated experience working with large, health-related databases
  • Experience supervising staff and projects, working in a team environment and working independently with minimal supervision
  • Strong project management, organizational, and administrative skills
  • Experience with HIS applications that are currently used in Ethiopia or proposed for future surveillance and interoperability work, such as SmartCare or other electronic medical record (EMR) systems, REDCap, DHIS2, OpenMPI, OpenHIM
  • Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, etc.)
  • Strong oral and written skills in English

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS


  • Experience working with U.S. government or other bilateral donors, especially CDC
  • Experience collaborating with MOHs, NGOs and/or CDC
  • Experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV programs
  • Experience in developing and/or managing aggregate, patient-level and surveillance health information systems
  • Experience in developing or managing large-scale health information interoperability projects using OpenHIE or similar frameworks
  • Experience with health information data standards, such as FHIR and HL7
  • Experience in knowledge management, information sharing and publications

TRAVEL REQUIREMENTS


This position will be based in Addis Ababa, Ethiopia. There will periodic domestic travel throughout Ethiopia to support CBS implementation. Occasional international travel may be required.
