Job Purpose :
To manage the implement the agricultural and livelihood development activities related to backyard gardening and fruit production and other related activities of the Promoting the Young women livelihood and nutrition project in Tigray. Under supervision of the area coordinator, the project manager will be based in Mekele and are responsible to manage/ execute all project activities in the respective woredas. He/she will work in close collaboration with the relevant government stakeholders at woreda and kebele level in order to realize the objectives of the project are met.
Main Duties and Responsibilities:
Major Roles & Responsibilities
Project design & implementation
· Introduce and promote techniques on backyard gardening, vegetables and fruits production and cereal production for refugee households and host communities,
· Design and implement the routines of backyard gardening, vegetables and fruits production in ways target HHs are learning and replicating the practices and approaches
· Ensure the timely implementation of planned agricultural activities
· Facilitate the supply of goods and inputs the project has committed to the concerned target groups
· Build the capacity of target HHs and host communities through training, exposure visits
· Monitor the works carried out by the refugee HHs and provide proper extension advise and ensure they use the required agronomic practices
· Assess challenges and build technical capacity of nutrition staff and target groups
· Closely supervise and follow up the day to day activities of different livelihoods components of project
· Educate the project beneficiaries on the utilization of vegetables for food and nutrition security
· Facilitate and organize experience sharing among best performing and low performing households
· Establish and maintain demonstration sites on backyard gardening, vegetables and fruits and cereal production in order to demonstrate the target households at FTCs
· Document/draw best practices of agronomic activities for future programming
· Prepare and submit weekly, monthly, quarter and annual reports
· Contribute to the preparation of proposals as requested
· Work closely with the Concern nutrition team at all times
Monitoring & Evaluation
· Develop/ update appropriate monitoring data collection tools and templates
· Support the area office in monitoring performance against plan and help to take timely management actions
· Undertake and or participate in different assessments and surveys (baseline , end line , MTR , final evaluation , EW , case studies ) in collaboration with responsible staff & stakeholders
· Support TOR development processes for the different assessments
· Facilitate and or participate on quarterly based monitoring review sessions
· Support /facilitate Annual review sessions and document reports
· Give technical support and advice on monitoring and evaluation for programme staff.
· Extract, collect and document case stories, lesson learnt and best experiences
· Regularly monitor the implementation of internal and external mainstreaming plans of cross cutting issues in the programme , either internally or by partner organizations both for development and emergency programs
· Develop /review /update mainstreaming , analysis /tools/templates that help the design , monitoring and evaluation of crosscutting issues
· Ensure the smooth relationship and effective communication with government partners, Concern WW Ethiopia program staff and other relevant stakeholders on cross cutting and M&E related issues
Reporting
Reporting
· Prepare and submit periodic quality progress reports on Health and Nutrition sector (monthly, quarterly, bi-annually, annually and donor reports);
· Collect and document all progress in the implementation of activities (at activity, output and impact level) and maintain project data, record and documents;
· Collect, analyse and document appropriate data on time using developed database software and prepare and share report to respective Woreda level stake holders and concern office;
· Conduct case studies and share findings;
Capacity Building
· Undertake program staff knowledge, skill and practice assessment ,identify gaps and develop capacity building intervention programmes on agriculture and livelihood interventions.
Financial Management
· Responsible to control the budget allocated to the sector and ensure that activities are implemented according to quality required and agreed plans.
· Prepares detailed Health and Nutrition sector budget plan and implement in line with Concern Finance policies /producers on time;
· Responsible for ensuring proper, efficient and timely utilization of allocated program/project budget, including purchasing of materials;
· Participate and give appropriate input for Health and Nutrition Sector in Budget Revision time;
HR
· Properly manage and administer as well as guide staff under her/his supervision
· Provide technical and supervision support or coach field staffs under his/her supervision to build their capacity to perform their assigned roles and responsibilities;
· Prepare and conduct trainings for employees of Concern and key stakeholders that involve in the project design, implementation, M & E;
· Work closely with good team sprit with other staff;
· Participate in recruitment process if deemed necessary
Networking and Integration
· Establish strong linkage and collaboration with Woreda Health Office and Health facilities in the implementation of the integrated IYCF and MNP package and other health and Nutrition activities.
· Create appropriate linkage; working procedures and information sharing with other programme staff and external stakeholders.
· Integrate the project staff activities with other sectors program staff and concerned stakeholders;
Monitoring & Evaluation (M & E)
· Develop participatory program/project monitoring plan; and internalize and implement the action plan accordingly
· Facilitate and participate on quarterly based monitoring sessions in the implementation of Health /Nutrition Sector
Conduct and document annual learning reviews;
Gender:
· Provide leadership to demonstrate that Concern strives to become a gender equitable organization with a positive gender sensitive working environment
· Ensure the implementation of Concern’s gender equality strategy in relation to HR policies and procedures
· Lead on the development and implementation of the affirmative recruitment policies in order to improve staff gender ratios within the organization

Person Specification
· MSc or BSc in Plant Sciences, Horticulture, Dryland Agriculture or related fields of study from a recognized University and minimum of 4 years for MSc and 6 years related experience for BSc preferably in humanitarian non-government organizations.
Knowledge of the local language (Tigrigna) is advantage
Competencies :
· Excellent computer knowledge with command on MS Excel among other packages of MS Office.
· Willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
· Excellent interpersonal and communication skills, facilitation skills and writing skills
· Time management and ability to prioritize multiple tasks, Self-motivated person able to work without close supervision.
· Demonstrated experience in monitoring and evaluation. Agriculture, Livelihood and Nutrition related experience is an added advantage.
· Demonstrated experience in developing/designing, implementing, monitoring and evaluating plans and associated quantitative and qualitative tools
· Information assessment, analysis and report writing skills
