ORGANIZATIONAL CONTEXT

WFP Ethiopia Country Office is supporting food insecure communities in the arid and semi-arid areas of Ethiopia to develop community and household assets. These assets improve livelihoods, enhance resilience to climate related shocks, and enable vulnerable people to be more food secure and less reliant on food assistance.

 

Under the supervision of the Head of Programme, the Programme Officer/Project Manager will lead in technical assessment, development, planning and implementation of resilience and community-based livelihood project activities in refugee camps and host communities in partnership with Government, other UN agencies and NGOs agencies. 

JOB PURPOSE

To lead the development and implementation of a high-quality resilience and livelihoods programme that aims to successfully bridge the humanitarian-development nexus through five interrelated project components:

a) Livelihoods Programming for Refugees and Host Populations; b) Climate Risk Management, c) Complaint and Feedback Mechanisms, d) Early Warning Systems, and e) Logistics Capacity Strengthening.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Programme Officer/Project Manager will be responsible for the following duties: -

 

Contributing towards the development of the project

Provide advice and oversight support to the development of livelihood and resilience building projects, plans and processes, ensuring alignment with wider programme policies and guidance;

Provide solid managerial leadership to specific and defined programmes and projects, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures as well as donors requirements;

Enhance WFP’s leadership status in different forums on subjects related to livelihoods, resilience, food security, nutrition, engagement in humanitarian, transition and development contexts and other related issues affecting refugee and host communities, through direct participation and/or through briefings, information products and other materials;

Lead, motivate and develop a large and complex team of professionals to enable high performance;

Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men in refugees and host communities;

Participating in review of strategies and project design, planning, and implementation

ADDITIONAL ACCOUNTABILITIES
  • Support Government and WFP Cooperating Partners (CPs) planning and formulation of quality projects that enhance livelihoods and resilience at household, community and system levels.
  • Appraise project proposals and advise WFP Partners, Country Project Committees WFP/Ethiopia management and the National Project Steering Committee (NPSC) accordingly.
  • Liaise with Government and WFP CPs to undertake field visits and review implementation of project activities to ensure progress towards objectives.
  • Review progress reports and provide feedback to project implementers.
  • In liaison with the WFP Monitoring and Evaluation Unit, ensure the establishment and maintenance of a sound database and performance management system;
  • Work with the service units (Procurement, Logistics, Administration and Finance) to ensure that quality non-food items are purchased and supplied to the communities for effective project implementation.
  • Support partnerships with other agencies (UN, NGOs, and Government) to improve project synergy and impact.
  • Support partners to develop capacity building programmes in terms of designing and developing training plans, training curricula and training materials and make sure they are validated by the Technical Advisor(s) and the Site Manager.
  • Engage in the Comprehensive Refugee Response Framework as well as Refugee Compact processes through participation in various committees;
  • Coordinate the project steering committee and ensure that operational and technical guidance is incorporated into project implementation;
  • Ensure compliance with WFP’s policies, criteria and procedures.
OTHER ACCOUNTABILITIES & RESPONSIBILITIES

Advocacy

  • Ensure that Head of Programme, Country Director, Deputy Country Director, Head of Sub-offices and relevant WFP colleagues are well informed of on-going project activities.
  • Organize field missions for donor/media/senior WFP management and ensure that WFP staff, partners agencies and government staff are provided with sufficient and timely information.
  • Attend and represent WFP in meetings and conferences at national, regional and local levels
  • Develop and sustain liaison with key professional and NGOs in the field of food security

Finance and Administration

  • Review financial reports from partners to ensure quality before submitting to the Finance department

  • Ability to lead and manage design and implement of community-based projects with multiple partners
  • Excellent communication skills - both written and oral in English.
  • Strong organization and planning skills coupled with good interpersonal skills
  • Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills
  • Ability to work in a team, and establish effective working relations with people of different nationalities and cultural backgrounds
  • Flexibility in accepting work assignments outside normal expectations
  • In-depth understanding of disability as a driving factor of vulnerability and poverty affecting persons with disabilities
  • Excellent interpersonal, networking, communication, negotiation and facilitation skills

Job Requirements

STANDARD MINIMUM QUALIFICATIONS

Education:         

Graduate or advanced university degree and training/courses in one or more of the following disciplines: Economics, agricultural development, rural development, development studies, international relations, international development, political or social sciences, or other relevant field from a recognized university

Experience:       

Minimum of ten (10) years of relevant professional work experience in livelihood centered approaches on poverty and vulnerability reduction,

At least five (5) years of experience working at national level supporting countries to implement resilience building activities using food aid or cash support

Languages:        

Fluency (level C) in English language required. Intermediate knowledge (level B) of a second official UN language an added advantage
