Job Description

The IRC in
Ethiopia is working across the country with Somali, South Sudanese, and
Eritrean refugees as well as the local community who is affected by
emergencies.
IRC is part
of the Collaborative Cash Delivery Consortium which will implement a cash intervention
in the Somali Region, Korahe zone. The IRC is assigned to lead the MEAL
activities, including protection mainstreaming, for this intervention. As the
MEAL officer, you will take the lead in conducting the necessary assessments,
as well as capacity building of relevant partners related to monitoring,
evaluation, accountability and learning related to cash programming. IRC has
developed a Safer Cash Toolkit and other specific MEAL tools which will be
guiding the activities. You will work in close collaboration with the Safe
Programming officer and will report to the Accountability and Learning
Coordinator in Addis Ababa.

RESPONSIBILITIES

Deliver high quality support to the cash
staff at the field office and partner staff in terms of training, capacity
building and implementation You will participate in baseline and end
line assessments to measure results, assess the overall impact of the
program, and understand the efficiency and effectiveness of models used.Work closely with the cash field staff
in selection and verification of beneficiaries of the project.Ensure that children, youth, women, men,
older person and person with disabilities are able to participate in any
decisions or interventions that affect them.Actively engage in on site monitoring of
cash distribution, exit interviews and conduct and compile post
distribution assessments in collaboration with the MEAL officerTrain IRC and partner cash staff on
Client Responsiveness and help them to set up a client feedback and
response mechanism specific to cash distribution.Ensure to invest in your own knowledge
and skills in order to train others and build their capacity, supported by
IRC, training institutes and other organizations that might serve as
resources. Be aware of, and practice the content of
relevant CCD guidelines to provide overall technical guidance and tools on
MEALAttend cash related coordination
meetings with other sectors concerning MEAL within and outside of the

Qualifications
  • Bachelor’s degree in social sciences, systems science, and/or other relevant fields.
  • Minimum of two years of relevant professional work experience; preferably in an international NGO, in similar role/with similar responsibilities.
  • Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context (experience in Cash Programming is a plus).
  • Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.
  • High proficiency in Microsoft Word and Microsoft Excel.
  • Preferred knowledge of mobile data collection tools such as Kobo Collect or CommCare.
  • Familiarity with information management systems and analysis software is a plus.
  • Effective, high-quality communication, writing, and interpersonal skills are essential.
  • You work well both within a team and independently, in a challenging and dynamic multicultural environment.
  • Strong communication and interpersonal skills; demonstrated ability to successfully work in a fast paced environment, within and across departments/functions and develop positive relationships with locally and remote based staff.
  • Ability to communicate well in English as well as write clear and concise reports in English
  • Excellent computer skills in Excel and Word
  • Somali language proficiency will be an added advantage
