I. JOB SUMMARY:
The Gender and Youth Officer for the Livelihoods for Resilience Activity will lead quality implementation of activities that address women’s empowerment and gender equality for PSNP households and youth participating in the project. S/he will be responsible for building the project staff and government partners’ capacity in understanding and applying gender equity and women’s empowerment approaches, tools, and best practices, with a particular focus on youth programming. S/he will use a hands-on approach that will require outstanding skills in planning and facilitation of trainings/workshops, coaching and mentoring, and an ability to influence and facilitate change through high-level interpersonal and communication skills.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Analysis and implementation of strategies, reporting
§ Contribute to the project’s work plan and annual reviews, to ensure gender-responsive project planning
§ Conduct regular monitoring, assessment and analysis of gender norms and relations among PSNP households and youth in Livelihood for Resilience project operational areas to feed into project learning, strategy revisions and support staff in implementation of gender and youth programming
% of Time: 10%
Job Responsibility #2 Capacity building and technical assistance for gender intervention implementation
§ Tailor gender equity and women’s empowerment training and staff reflection discussions to the FNS and the project’s context
§ Lead and coordinate capacity building of project staff for gender equity and women’s empowerment interventions, including in social analysis and action (SAA) and PACE
§ Participate in the development and facilitation of trainings for partner and staff development on gender specific initiatives, including in staff transformation (the first step in SAA)
§ Support and provide technical assistance to implementing partners on the implementation of gender strategy interventions, including:
o Support implementation of child care pilots to enable women to participate in income-generation and marketing activities
o Follow up and support IPs’ work on linking VESA members to existing adult literacy programs
o Support training and follow-up on PACE activities
o Facilitate trainings to financial institutions on women’s inclusion
% of Time: 30%
Job Responsibility #3: Capacity building and technical assistance for youth intervention implementation
§ Support and provide technical assistance on activities in the implementation of youth strategy interventions, including:
o Support training of female peer mentors and advisors and setup of mentoring network
o Recruitment and support to female youth in the Youth Corps
o Support for activities targeted to female youth under the Youth Development Centers
% of Time: 40%
Job Responsibility #4: Learning, networking and representation
§ Keep up to date with developments in gender initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning
§ Explore and participate in networks and gender-related task forces at the regional and local levels
§ Support the documentation and use of project gender learning into evidence-based policy influence
§ Participate and actively engage in different meetings, workshops and trainings related to gender the gender core group in CARE and outside.

§ Perform other duties as assigned.

V. LIVING CONDITIONS (FOR OVERSEAS POSITIONS) AND LEVEL OF TRAVEL REQUIRED.
This position is based in Addis Ababa with 40% travel to Livelihoods for Resilience Activity intervention areas to support gender and youth activities of the project.

III. QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
BS/A in relevant disciplines i.e. Social Science, Gender Studies, Law, Family Science and Rural Development, and other related studies
Desired:
Professional training in gender, experience in livelihoods programs or equivalent
B) EXPERIENCE
Required: work experience in:
§ developmental related areas, adult learning and training of trainers’ methodologies,
§ practical experience in women rights/livelihoods programming
§ gender analysis, training and mainstreaming
Desired:
§ NGO experience
§ Experience with life skills training
§ Experience with youth programming
C) TECHNICAL SKILLS
Required:
§ Firm belief in teamwork, gender equality, transparent and participatory management
§ Sensitivity to different aspects of diversity (cultural, religion) and sensitivity to HIV/AIDS
§ Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies
§ Training/facilitation skills
§ Writing skills (for report), proficiency in oral and written English
§ Computer literacy in MS-Word, Spreadsheet, Microsoft PowerPoint etc

§ Action learning/research methodologies
§ Gender analysis, interpretation and mainstreaming
D) COMPETENCIES
§ Coaching, initiating action, communicating with impact, innovation, planning and organizing, building partnership and commitment, facilitating change, adaptability, and contributing to team success
