Job Purpose :
The overall purpose of this position is to support Concern’s SMT to ensure Concern in Ethiopia is accountable towards its beneficiaries, staff and partners. The Accountability Coordinator will therefore ensure that Concern’s complaint and response mechanism (CRM) is setup and operational in all of Concern areas of operation. S/he will also be responsible for ensuring that Concern’s programs are conflict sensitive and monitor any potential programmatic risks linked to changing local, regional or national contexts.
Finally this position will be responsible of yearly Core Humanitarian Standard internal assessments and ensure minimum protection standards are incorporated in all humanitarian and development programming.
Main duties and responsibilities :
Accountability:
· Ensure Concern’s CRM guidelines and process are up to date, relevant and adapted to Concern’s ongoing and future programming in Ethiopia.
· Ensure through training and capacity building of Concern staff that the CRM is understood and used by all if necessary.
· Ensure through regular field visits that Concern field bases have the required visibility and communication in place to ensure all relevant stakeholders are aware of Concern’s accountability responsibilities and informed on how to hold Concern accountable to these responsibilities.
· Support the engagement of programme participants on the CRM set up and review, ensuring that it is an appropriate and accessible system, exploring ways to empower programme participants to make ‘sensitive‘ complaints in particular and to facilitate focussed group discussions on unintended consequences of our programmes.
· Support the SMT to respond to any safeguarding risks to its programme beneficiaries / community members, or staff and to mitigate any further risk of harm.
· Manage Concern’s CRM mechanisms, ensuring all complaints are registered and responded to in a timely manner.
· Support the Accountability Officer in her/his support responsibilities towards designated accountability Focal Points at field level.
· Support the Accountability Officer in the production of monthly summary report and analysis of complaints received.
· Develop a strong network and maintain good professional relationships with the relevant stakeholders dealing with accountability at local and national level.
· Assist in the development of effective, innovative actions in advocacy to achieve a larger and more sustained impact through the programme.
· Provide a progress report to the SMT on a quarterly basis.
Protection
· Provide support for the delivery of safe programming and integrate basic protection activities into humanitarian responses as appropriate
· Advise on community based protection programming, including mobilizing, capacity building, and programme development in the field programme
· Strengthen the humanitarian and development team’s capacity to meet protection and gender minimum standards
Conflict sensitivity and CHS:
· Support Program Directors in identifying relevant conflict sensitivity internal indicators to help assess programmatic risks linked to local or national context changes
· Lead in required conflict sensitive assessments to be conducted prior to project implementation
· Support proposal development as relevant with a particular focus on conflict sensitivity, CHS and accountability in general
Other:
Manage the Accountability officer and fulfil all related management obligations (validate leaves, set objectives, monitor performance, etc.)
The jobholder will perform other duties appropriate to the position as requested by the Concern Ethiopia Senior Management team
Gender Equity:
· Ensure gender sensitive programming through the development and implementation of gender sensitive systems including gender sensitive indicators
· Ensure that programme results explicitly state the gender equality issue the project seeks to change
· With the GEC and gender equality officers, ensure that gender sensitive programme tools, including gender analysis, are correctly applied throughout the PCM cycle, from design to evaluation stage
· Implementation of Performance indicators should be either gender-sensitive or gender-targeted
· Ensure a combination of both quantitative and qualitative methodologies relating to gender equality, giving space to enable women’s voices to be heard
Ensure careful consideration of programme methodologies to ensure that both men and women are included in the process, while simultaneously ensuring that women’s workload does not increase

Education, Qualifications & Experience Required:
· Relevant bachelor degree in social Work, Social Science, Protection or similar
· Experience of implementing organisational accountability mechanisms
· A minimum of five years’ experience working on accountability, preferably in an international NGO, at least two of which should be in a senior position
· Relevant experience in supervising, managing/coaching and training others.
· Knowledge of best practice in accountability mechanisms and processes
· Experience of working in challenging locations and willingness to work and live in a remote environment.
· Familiarity and knowledge of finance, logistics and administration.
· Familiarity with research methods and experience in operational research.
· Computer literate and sound knowledge of Word and Excel including security of confidential communication and correspondence.
· Excellent English both written and spoken.
· Flexible, reliable, culturally sensitive, ability to work under pressure to strict deadlines.
· Demonstrates good relationship building skills including empathy, person-centred approach and personable warmth with highly effective listening skills when receiving safeguarding complaints and managing sensitively disclosures of harm by children, youth and vulnerable adults.
