Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organisation working to assist and empower people affected by poverty and disasters to live a life in dignity. In Ethiopia, DCA’s area of works include humanitarian response, food security, Resilience building of vulnerable community members and Gender and capacity building of civil society organizations.
Currently DCA Ethiopia Office is looking for a competent Humanitarian Programme Manager. The manager will contributes to the successful management of DCA’s Humanitarian programme development and implementation for both refugee and host community setting. The manager directly overseas Afar and Gambella Coordination offices and provide technical and managerial support for effective planning and implementation of the projects.
Overall Job purpose:
The overall objective of the post is to lead the design and implementation of DCA’s Humanitarian programmes/projects in Ethiopia. The post holder directly line manage Afar and Gambella coordination offices’ staff through technical and management support, Represent DCA in humanitarian related networks and ensure accountability to Donors
Key Duties & Responsibilities:
Programme leadership
- Oversee the planning implementation, monitoring and evaluation of DCA’s Humanitarian programme
- Oversee the Afar and Gambella based projects and other humanitarian projects in planning, implementation, quality assurance and reporting.
- Facilitate the preparation of consortium level Memorandum of Understanding (MOU) as required and Cooperation Agreement and closely follow the implementation of these agreement
- Maintain coordination and partnership with consortium member organizations and other DCA Humanitarian Programme implementing partners
- Provide overall technical and capacity building support to DCA’s Humanitarian programme/project implementing partners
- Initiate and lead the Addis level consortium members focal person regular meetings to support the project implementation
- Facilitate and lead the baseline data establishment, midterm review and terminal evaluation for Humanitarian projects
- Ensure proper procurement, communication and visibility plans of Humanitarian Projects as per the requirement of the donor are prepared and followed
- In consultation with Head of programme provide strategic leadership for humanitarian programme
- Oversee implementation of the implementation of the humanitarian component of the country programme
Project planning, monitoring and evaluation
- Lead on need assessment that will be used as input for proposal development in humanitarian sector
- In consultation with HOP work on proposal preparation for Humanitarian programme and other DCA focused areas
- Ensure that M&E system and plans are properly in place for Humanitarian Projects and in use
- Lead on review and review and evaluation of humanitarian programme
- In Consultation with the HOP, develop strategic direction for the humanitarian programme.
Project Implementation
- Ensure all Humanitarian project activities are implemented in accordance with donor requirements and standard quality
- Ensure implementing team put in place a realistic detailed implementation plan ( DIP) for Humanitarian projects
- Lead regular Addis level consortium coordination meetings
- Ensure the overall timely start up and implementation of all Humanitarian projects
- Compile regular update for Humanitarian Projects to DCA HO and donor as required
- Consolidate timely and high quality project progress report on quarterly, bi-annual and annual bases and submit to DCA HQ and donor
- Provide regular technical and management support to two field office staff engaged in the implementation of Humanitarian projects in Afar, Waghimra, Bale and Gambella
- Ensure technical quality of the humanitarian projects both at the planning and implementation stages.
Partnership and Representation
- Manage partnership with consortium member organizations and government stakeholder at region and federal levels
- Facilitate and lead Addis level regular coordination meetings with RDPP consortium members
- Regularly participate on E , BPRM and ECHO cluster coordination meetings and platforms as appropriate
- On behalf of DCA and consortium partners regularly participate on the coordination meetings organized by different actors at national levels
- Ensure that smooth partnership and working relations is maintained with signatory bureaus at regional government level
- Ensure proper coordination and communication system is place with Humanitarian project implementing partners
- Oversee the level of partnership and coordination exercised at Afar and Gambella field office level
- In Consultation with the head of Programme represent DCA at different forum for Humanitarian related issues.
Budget Management
- Oversee the proper planning and utilization of Humanitarian projects budget on regular basis
- Ensure each consortium members prepare details budget plan along their details implementation plan and follow
- Ensure that procurement plan is prepare for each humanitarian projects and are strictly followed in procurement
- Closely follow the budget utilization rate of the projects and provide regular feedback to the project staff to avoid the risk of project under spent
- Facilitate and ensure timely transfer of Humanitarian programme/project budget to DCA field offices and other implementing partners
- Ensure that DCA financial policies and procedures are duly respected at field office levels
- Responsible for ensuring donor rule, regulations and compliance related to budget are maintained and respected at all levels
- In collaboration with DCA Head Office finance unit work on regular/quarterly financial progress reports of Humanitarian projects.
Human Resource Management and Capacity building
- Ensure that all Humaniterian project staff are recruited, inducted and deployed to field offices in time
- In collaboration with DCA HR unit, ensure that Afar and Gambella based project staffs have clear job description and contract of employment
- Line manage and supervise the performance of Afar and Gambella Field office staff and the humanitarian Advisor
- Assess the capacity gap of DCA Ethiopia staff in relation to humanitarian response and recommend capacity building interventions
- Undertake regularly review of the performance of the relevant staff putting in place EDR
- Ensure that DCA’s human resources policies and procedures are fully followed and respected at field offices
- In collaboration with management solve any issues related to humanitarian team members

Job Requirements
Required Qualification
Essential
- Third Level qualification in a relevant discipline (Development Studies, DRR Management Agriculture and related field) from a recognized university.
- At least 8 years’ relevant experience in Management position
- Understanding of the humanitarian system and of emergencies and refugee crisis in Ethiopia.
- Knowledge of humanitarian standards and principles and cross cutting issue
- Adequate working knowledge of requirements and guidelines of donor, including EU/ECHO
- Strong skills in monitoring program performance (both activities and finances) and able to advise, support and adjust to reach set goals, objectives and strategic aims.
- Good knowledge of project cycle management
- Excellent proposal and report writing skills, with close attention to detail
- Excellent communication, networking and persuasion skills, very good mentoring and capacity building experience..
- NGO experience highly desirable
