ROLE PURPOSE

Plan international is working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalised; with high quality programs that deliver long lasting benefits, working in partnership with others and operating effectively.  In Ethiopia, the Child Protection country program is one of the key intervention areas of the country strategy with the goal of Improved Protection Mechanisms and community practices against harmful traditions and violence against children .Improved  systems response  and community practices  particularly in the areas of policy analysis and influencing, promoting behaviour change, awareness raising, and the mainstreaming of  Child protection in all thematic areas that Plan International Ethiopia is working.

The purpose of this position is to provide program management of the Dutch- Funded Girls Advocacy Alliance (GAA) project and serve as a lead coordinator for other GAA alliance members.  He/she fulfils this responsibility through the organization and management of the sector by focussing mainly in the area of strengthening GAA project delivery and coordinating and leading other GAA alliance members. The position holder supports effective project implementation and proactive engagement in the area of networking and collaboration, learning and knowledge management with in the broader organization. And the other two alliance members and with the implementing partners organizations.

Plan International Ethiopia has put in place a CP policy that all of its staff must adhere to and sign.

Job Requirements

ACCOUNTABILITIES

  • Coordinate and lead other Girls advocacy alliance members
  • Ensure quality program delivery at all levels of the project cycle management in line with the child cantered community development approach.
  • Ensure that all interventions of the project are technically sound and are aligned to the country strategy, country program and Plan principles.
  • Work towards mainstreaming DRR, Emergency response interventions inclusion and gender in the project implementation.
  • Support the country management team in formulating country and need specific polices, strategies and goals on the program area.
  •  Identify, document and disseminate best practices from within and outside plan to staff and other development partners.
  • Develop guidelines to facilitate the implementation of activities under the Girls Advocacy Alliance project
  • Provide technical support to Pas to select effective strategic options that address the Girls Advocacy Alliance Implementation.
  • Coordinate and prepare GAA members quarterly, half annual and annual reports and submit to the donor.
  • Monitor and Evaluate GAA project implementation by Plan and its partners.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

KEY RELATIONSHIP

  • The post holder will be required to initiate, develop and maintain a range of working relationships, including with government counterparts, implementing partners and other development partners.
  • Effective working relationships within the program and other sections are also essential.
  • Frequent communication with Co  and PA program teams, Program area managers , plan staff and various internal staffs networks ass well as national offices.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Technical knowledge on Child Protection, SRHR
  • Knowledge of human resource and coordination  
  • Knowledge on Participatory monitoring, evaluation and research and learnings process  
  • Strategic thinking 
  • Strong relationship building, representation and networking
  • In-depth knowledge of project cycle management and child centred community development programming.
  • Knowledge of development issues, trends, challenges and opportunities and implications to community development.
  • Excellent interpersonal skills, including the ability to build relationships with colleagues.
  • Excellent written and oral communication skills, including presentation.
  • Strong negotiation, influencing and problem solving skills.
  • Numeracy and the ability to interpret financial data, in order to understand budgetary processes including planning, monitoring and reporting.
  • Ability to analyse information and evaluate options including planning skills.
  • Proficient in computer skills and use of relevant software and other applications.
  • Ability to work under pressure and to tight deadlines
  • High levels of attention to detail and quality

Desirable

  • A minimum of a Bachelor degree in Sociology, Social Work or other related fields
  • Minimum 5 years’ experience implementing child focused projects.
  • Previous work with development agencies, NGOs
  • Previous lobby, advocacy and influencing experiences are appreciated.
  • Knowledge of Child Right programming
  • Strong report writing skills.
  • Familiarity with the Ethiopian laws in relation with children
