Education Development Trust is implementing DFID funded TARGET project (which stands for Technical Assistance to Reinforce General Education Quality Improvement Programme for Equity, GEQIP-E) in Ethiopia since August 2019, through providing targeted Technical Assistance to the Ministry of Education at Federal, Regional, Woreda and school levels.

 The role will require leading the design, development and roll out of enhanced planning, project management and reporting templates, tools, processes and systems to the delivery teams at the MoE, REBs, and CoE .

Job Title:       Senior Data and Delivery Analyst

Group:    Education Services

 Job purpose:

 The Senior Data and Delivery Analyst focus on leading the design, development and roll out of enhanced planning, project management and reporting templates, tools, processes and systems to the delivery teams at the MoE, REBs, and CoE . He / she will also focus on troubleshooting issues around data collection and reporting tools, systems and activities, once these are rolled out, and ensuring use of these resources for value-added analysis and reporting to enhance senior decision-making. He/she will also provide ongoing guidance and support to the technical advisors and delivery team  on best-in-class data management and reporting for performance management and decision-making, how to effectively support users of the enhanced planning, project management and reporting templates, tools, processes and systems, and how to advise implementing partners on delivery, data and reporting activities required to support timely and effective reporting to senior leadership. Finally, he /she will work closely with the TARGET performance-based delivery team and technical advisors in partner institution given the various touch points of these teams with the GEQIP-E/TARGET delivery team across the Ministry and its affiliated institutions.

Responsibilities:

Under the oversight of the delivery manager, the Senior Data and Delivery Analyst will have the following duties and responsibilities. 

  • Leads and provides support to the MoE, REB, and CoEs’ data base management system to ensure that there is effective delivery approach implementation 
  •   Serve as liaison and resource person for the Performance-based delivery team to provide effective and efficient data and delivery support to the partners in the areas of planning, implementation, execution, monitoring, tracking, evaluation, and reporting GEQIP-E /TARGET tasks deliverables.
  •  Working together with other PBD team, Technical Assistances (TAs), and delivery team at MoE, REBs, and CoEs, lead the design, development and roll out of enhanced planning, project management, and reporting templates, tools and systems
  •  Support the design and implementation of effective and timely reporting processes at partner institutions and implementing partners, utilizing these templates, tools and systems
  • Ensure tools and template support, standard data analysis and statistical techniques for assessing trends, forecasting future performance, generating insights from data, and producing value-added reports for decision-making and provision of recommendations
  • Identify and document user requirements, develop mock-ups for templates, tools and systems, and   develop prototype solutions utilizing excel, PowerPoint, web scripting and other formats
  • Directly develop or coordinate development of appropriate software and hardware solutions or dashboard with IT development partners and manage testing of solutions including user acceptance testing
  • Support the deployment and configuration of solutions at partners, and manage release schedules for solutions, ensuring prioritization of enhancements and timely releases; and troubleshoot issues around data collection and reporting tools, systems and activities
  • Develop data management and information exchange manuals and guidelines for effective data collection, storage, analysis and interpretation; and contribute to training of TARGET TAs on Data management, analysis, reporting and utilisation for the delivery team
  • Provide ongoing guidance, support, and work place coaching and mentoring using various plat forms such as on-the-job training, job shadowing, and short term training to TARGET technical advisors on best-in-class data management and reporting for performance management and decision-making, and how to effectively support users in partner institutions  as well as implementing partners
  • Provide professional advice, technical support, and capacity building training to DU staffs and host institutions’ staffs on need basis in data collection, data base management system, data analysis, tracking system, an accurate and timely rep report preparation.
  • Provide technical and professional advice and support to ensure that the TARGET performance-based delivery team has clearly defined performance processes, procedures, and matrices in place so that they can regularly measure the level of the delivery team efforts towards EQIP-E/TARGET task prioritised objectives execution support.

Person specification:

Knowledge

  •  BA/Master’s degree in computer science, information management systems, statistics, project management, business administration, monitoring and evaluation or related fields of studies
  • Professional certification in project management is an advantage.

Experience:

  • 8 years of work experience with Bachelor’s Degree, or 6 years’ experience with Master’s Degree, with at least 2 years of this experience specifically focused on developing, rolling out and supporting use of management information systems for data collection, management, analysis and reporting activities, to support decision-making in a large international NGO or private company setting
  • Experience with planning, performance management, project management, data management, and reporting templates, tools, and processes
  • Experience working with multiple types of data sources, systems, tools and formats, to extract, structure, process, analyse and synthesis data; ideally some experience also preparing dashboards, performance reports and documents for senior leaders
  • ·Experience with databases, software design, and common coding / scripting languages

Skills:

  • Excellent critical thinking and analytical skills
  • Very strong skills with Microsoft Office (MS Word, Excel, PowerPoint and Access) required, experience with database systems preferable
  • Self-starter with strong motivation, ownership and commitment to drive transformation
  • Exhibits an innovative and high-performance mindset and culture, and can perform at a high level under pressure and in challenging environments
  • Can act as a champion for change and delivery and can effectively support change management efforts

  • Fluency in English and Amharic languages.
