Education Development Trust is implementing DFID funded TARGET project (which stands for Technical Assistance to Reinforce General Education Quality Improvement Programme for Equity, GEQIP-E) in Ethiopia since August 2019, through providing targeted Technical Assistance to the Ministry of Education at Federal, Regional, Woreda and school levels.

 The role will require providing support to the Performance-based Delivery team in planning, management, execution, and reporting for TARGET implementers while ensuring effective partnership with internal and external stakeholders, identifying and executing priority support activities.

Job Description

 Job Title:                          Delivery Manager

 Usual office base:              Addis Ababa, Ethiopia

 Job purpose:

 The Delivery manager will support the Performance-based Delivery team in planning, management, execution, and reporting for TARGET implementers while ensuring effective partnership with internal and external stakeholders, identifying and executing priority support activities. The Delivery Manager leads planning and execution effectiveness; tracking and monitoring performance; reporting and escalation; problem solving and capacity building support for TARGET TA program within the performance-based delivery team. The Deliver Manager will also manage a senior data and delivery analyst and work directly with TARGET program Technical Advisors (TAs)  placed at MoE, REBs, and CoEs to ensure meaningful planning and target setting; continuous monitoring and tracking performance; timely and accurate reporting, and rigorous and practical problem solving, analysis, and capacity building. In addition, the Delivery Manager will lead provision of analytical support to senior leadership on high priority requests, including trend analysis, strategic planning and/or policy analysis.

 Responsibilities:

Under the oversight of the Performance-Based Delivery Leader, the delivery manager will have the following duties and responsibilities. 

  • Ad-hoc TARGET program technical assistance problem solving and analysis on strategic issues for TARGET tasks effective implementation.
  • Support the MoE, REBs, and CoEs TAs in developing the overall annual plan, targets, budget, and ensure timely and accurate reporting to the PBDL against these plans and targets.
  • Support the PBDL in managing recruitment, onboarding, and initial and ongoing capacity building of staff in the PBD team, and the TAs recruitment, induction, and embedment process
  • Lead and manage the systematic approach to delivery capacity building (identify capacity gaps and needs, conduct needs analysis, design intervention, develop materials, deliver the intervention, monitoring and  evaluation of the outcome/impact ); and  support an ongoing delivery capacity building of internal and host institutions ‘s staff to ensure effective TARGET technical assistance program delivery and enhance working culture. 
  • Closely engage and coordinate with the Senior Data and Delivery Analyst to ensure strong alignment and coordination with other activities of the Performance-based delivery team, TAs, and TARGET task leads.
  • Heavily input to design, development, roll out, and continuous learning and improvement of planning, project management, and reporting tools, processes, and systems for delivery teams to track, report on, and performance manage progress of TARGET priority activities. 
  • Develop and implement delivery capacity building programs to staffs in the delivery team of the MoE, REBs, and CoE, and their respective TAs to be located.
  • Oversee and manage a Senior Data and Delivery Analyst by identifying key areas he or she can contribute in the various areas listed above, and managing him or her day-to-day to develop work plans and execute effectively against these plans.
  • Provide regular coaching and feedback for the Senior Data and Delivery Analyst, and draft performance reviews.
  • Develop capacity building and training materials such as program modules, guidelines, and capacity building intervention documents as required
  • Support and collaborate with the PBD international consultant in developing professional development modules on coaching for TAs to provide ongoing capacity building support and personal development.
  • Support the TARGET PBDL on other assignment

 

Person specification:

 Knowledge

  • MA degree in business administration, project management, development studies, Economics, information management system, and related field of study
  • Professional certification in project management is an advantage.

Experience: 

  • At least 8 years of experience in a program/project management and delivery in consulting setting or NGOs or other roles focused on applied analysis, program delivery, capacity development, strategy development, and project design, or project management, delivery, and reporting, experience in education management is highly preferred
  • Proven record of structuring and delivering challenging projects or work streams in a range of areas, and ability to use diverse applied analytical methods and tools to develop new insights for enhancing effective delivery and program implementation.
  • experience in programme management and/or coordination 
  • Experience working with local government authorities
  • Strong organizational skills, ability to take initiative and solve problems/deliver results on time
  • Experience of establishing strong working relationships with colleagues within and from different organizations and cultures
  • Ability to work as part of a team

Skills:

  • Excellent critical thinking and analytical skills
  • Very strong skills with Microsoft Office (MS Word, Excel, PowerPoint and Access) required, experience with database systems preferable
  • Self-starter with strong motivation, ownership and commitment to drive transformation
  • Exhibits an innovative and high-performance mindset and culture, and can perform at a high level under pressure and in challenging environments
  • Can act as a champion for change and delivery and can effectively support change management efforts
  • Strong team player with excellent relationship building and management skill, ability to promote dialogue and communicate clearly and confidently, and a network of professional contacts
  • Demonstrable experience in coaching and mentoring other to deliver their job outcomes in fast moving and dynamic environment

  • Strong set of personal values including integrity, honesty and desire to be of service
  • Fluency in English and Amharic languages.
