Job Title: Chief of Party, Ethiopia Malaria Diagnosis and Treatment Activity (MDTA) Project
Reports To: Principal Investigator/Senior Malaria Advisor and ICAP Ethiopia Country Director
Location: Addis Ababa, Ethiopia
Position Description:
The Chief of Party (CoP) is responsible for the implementation of all project activities and staff and providing day-to-day programmatic and technical leadership and administrative oversight for the Ethiopia Malaria Diagnosis and Treatment Activity (MDTA) project. The CoP will work closely with the project Principal Investigator/Senior Malaria Advisor (PI/SMA) and ICAP in Ethiopia leadership team, including the Country Director, Finance and Administration team and the Monitoring, Evaluation and Learning Specialist to develop and implement project work plans and budgets and provide daily leadership in support of project objectives.
Major Accountabilities:
• Provide leadership, technical direction, and management oversight for all project activities and ensure that targeted results are achieved
• Develop, communicate, and present the project’s strategic vision to staff, the funding agency, and all counterparts and stakeholders
• Ensure that work plans are developed with input from staff and stakeholders, and initiate the work plans’ implementation
• Ensure that all project activities are complementary and implemented effectively; monitor, and, when necessary, modify programmatic assistance to achieve results
• Provide guidance and technical direction to project sub-awardees
• Approve selection and hiring of all local professional and administrative staff; supervise their performance based on established criteria
• Oversee and ensure project performance at the highest level, complying with award provisions and with the funding agency’s and ICAP’s regulations
• Manage project budget and fund allocations and ensure accurate financial recordkeeping
• Conduct meetings and maintain relationships with local government officials and other relevant stakeholders to build a relationship of trust and cooperation
• Perform other duties as assigned
Job Requirements
Education:
• MD with master’s degree in public health/epidemiology is required.
Experience, Skills, and Minimum Qualifications:
• Minimum of 10 years’ experience in managing health projects including proven experience in leading malaria diagnosis and case management projects
• Senior-level experience in designing, implementing, and managing malaria-related projects in developing countries.
• Significant experience leading capacity-building initiatives and diagnostic and case management system strengthening.
• Demonstrated ability to create and maintain effective working relations with senior government personnel, international organizations, NGO partners, host country governments, and U.S. Government Agencies.
• Good understanding of the Ethiopian health system and USAID principles and guidelines
• A proven record of excellent management, leadership, decision-making, and interpersonal skills.
• Fluent English oral and written communication skills; ability to interact professionally in English.
• Fluency in Amharic preferred.
