POSITION:           MERL and Quality Director 

REPORTS TO:    Chief of Party

 DUTY STATION: Addis Ababa

  MINIMUM HOURS OF WORK:    40 hours per week

JOB SUMMARY 

The MERL (Monitoring, Evaluation, Research, and Learning) & Quality Director will be a senior staff leading all program monitoring, evaluation, quality assurance and learning activities of Project HOPE Ethiopia. The role includes higher-level guidance and oversight of the digital health unit to ensure alignment of electronic/digital health solutions with programmatic strategic information. S/he will design and maintain robust M&E as well as a digital health system that will help to ensure program quality and learning platform.

The position holder is expected to work 40 hours per week. The position may require the post holder to work with multiple projects in which Project HOPE is a lead partner and sub partner. The task requires closely working with donors, Ministry of Health, Federal HAPCO, Regional Health Bureaus, other local and international implementing partners and stakeholders. He/she will receive overall technical guidance from the Director of Program Implementation.

 SPECIFIC RESPONSIBILITIES:

 1.       Lead the design and regular update of Project HOPE Ethiopia’s M&E system, tools, and materials

2.       Directly supervise M&E Manager and Digital & mHealth Advisor

3.       Develop a robust program learning platform based on implementation science/studies within Project HOPE and by other parties

4.       Lead the development and implementation of continuous quality assurance system for Programs implemented by Project HOPE-Ethiopia

5.       Lead the design and implementation of regular and systematic data quality assurance functions across programs

6.       Lead the preparation of regular and ad hoc program reports to Project HOPE HQ, donors, and other relevant stakeholders

7.       Lead the preparation of scientific studies that would inform program implementation and expand the knowledge base in program areas that are identified as strategic by Project HOPE

8.       Lead higher level documentation and program communication materials development

9.       Higher-level oversight on the implementation of routine M&E functions across programs

10.   Higher-level oversight on the design and implementation of digital health platforms/applications by the digital health team

11.   Ensure proper coordination between digital health and M&E functions

12.   Higher-level representation and a lead role in unified data system development and implementation by USAID/PEPFAR

13.   Participate in regional and global M&E related works as needed by Project HOPE

14.   Represent Project HOPE and its programs in M&E, research, learning and quality-related national technical working groups

15.   Other duties as assigned by the supervisor

 

Job Requirements

  • Master’s Degree in Public Health, Statistics or related fields is required and a PhD or related advanced degree is desirable
  • A minimum of 15 years of professional experience is required and at least 7 years should be on M&E, quality assurance and research area in a lead or supervisory role
  • Demonstrated experience in health/HIV program M&E, research and data quality assurance
  • Demonstrated experience in scientific research writing/publications
  • Demonstrated ability to communicate clearly and concisely in written and spoken English.
  • Proven ability to develop effective working relationships with important stakeholders and partners.
  • Demonstrated skills in data analysis using different statistical software like EPI-Info, STAT and SPSS.
  • Excellent planning and analytical skills
  • Excellent organizational and prioritization skills, and attention to detail.
  • Previous experience on USAID/PEPFAR funded projects is preferred.
  • Ability to travel up to 30% of the time  to the regions
