       POSITION:             Community-Health Facility Liaison Officer

       REQUIRED No.:      2

       REPORTS TO:          Regional Program Director  

       DUTY STATION:    Addis Ababa

       MINIMUM HOURS OF WORK:          40 hours per week

 

DUTIES AND RESPONSIBILITIES: 

JOB SUMMARY

The Community and Health facility Liaison Officer coordinates the community HIV Care and Support activities of Project HOPE’s CHCT Activity by coordinating and collaborating with Regional Health Bureau, Sub cities/district health office, and Health facilities. The position holder is expected to liaise community-level activities with target health facilities in the area of client recruitment, referral linkage, and case management.  S/he is expected to review performances and generate sound reports of LIPs and formulate a recommendation on performance gaps. The incumbent is expected to spend up to 75% of his/her time in the field (community and health facilities) to ensure smooth program implementation, mentorship, technical assistance to LIPs and target health facilities (hubs). 

The position holder is expected to work 40 hours per week. The position requires to work with multiple projects in which Project HOPE is a lead partner and sub partner. The task requires closely working with the Regional Health Bureaus, Sub awarded LIPs and other governmental and non-governmental stakeholders.  

SPECIFIC RESPONSIBILITIES: 

  • The liaison officers are expected to facilitate the collaborative activities at the health facilities
  • S/he will work on health facility level client recruitment for community-level case management or testing activities
  • S/he shall ensure bi-directional referral linkage of client to and from the community/facility 
  • The liaison officers are expected to make sure that activities are going smoothly according to the SOP signed by the AARHB and its partners on HIV service provision
  • They will monitor and validate data and deliverables by facility-based ART team.
  • Propose motivational schemes  for the health facility team based on their performances
  • They will Compile weekly health facility – community update reports and submit to their respective Regional Manager or Regional Programs Director
  • The liaison officers will participate in weekly HF meetings and at the bi-weekly sub-city meeting as necessary
  • The liaison officers will execute any other activity assigned by his/her immediate supervisor or the Chief of Party. 


    Job Requirements

    1. Education: Minimum of bachelor’s degree in health sciences; Master’s degree in Public Health is desirable
    2. Experience: Minimum of 5 years’ experience in providing and managing HIV testing and case management services
    3. Specialized knowledge: Training in Adherence Counselling, Couple Counselling and Community HIV counseling. Up to date with the latest developments in HIV Differentiated Service Delivery Models.
    4. Ability to prioritize work according to importance and deadline while meeting conflicting work demands
    5. Good interpersonal and communication skills
    6. Ability to work effectively in a team and support others in their work.
    7. Ethiopian nationality is a requirement.
