Job Title:                   Zonal M & E Officer

Duty Station:             Gambella

Line Manager:          Regional Program Manager

POSITION SUMMERY

The Zonal M&E Officer will provide support to M&E activities at PEFAR supported health facilities /RHBs. She/he will follow planning and execution of routine M & E activities at the respective health facilities/woredas.

MAIN DUTIES AND RESPONSIBILITIES:

 ·         Under the guidance Regional Program Manager and technical support from Regional M & E Officer, the Zonal Monitoring and Evaluation Officer will have the following duties and responsibilities:

·         Work closely with the woreda & town administration government counterparts  and health facilities to strengthen the M&E/HMIS system and enhance M&E support to HIV care and treatment services

·         Provide M&E related trainings and other technical  supports to HITs/HMIS officers and DCs working in the HFs and other health administrative structures in the region

·         Provide other technical assistance pertaining to M&E for the health care network supported by ICAP Ethiopia.

·         Conduct regular mentorship, supportive supervision and Data Quality Assurance  ( DQA) to strengthen  M&E/HMIS activities, data quality and use

·         Collect, compile and submit data timely to ensure regular reporting to donor and ICAP and data use at all levels

·         Support the uninterrupted supply of recording and reporting tools (patient level and registers),   Self-Assessment Form (SAF), Cohort wall chart and Performance Monitoring Chart (PMC)

·         Engage in implementation of SIMS and other Quality Improvement mechanisms and initiatives  and carry out  Data related QIP as appropriate

·         Mentor M&E staff at the health facilities in performance data analysis, interpretation and use of data for performance review and continuous quality improvement

·         Provide technical assistance to the woreda/RHB to strengthen the HIV/AIDS data management and utilization and HMIS implementation

·         Follow   the management of the databases for HIV AIDS services in the health facilities as part of the HMIS support initiative

·         Support the  programmatic data archiving, filing and data backup mechanisms at the regional level

·         Support the routine data analysis and use for performance and quality improvement in PEPFAR supported health facilities and ROs

·         Actively participate in documentation of experiences, lessons learned, case studies and other technical documents

·         Assist in coordinating monthly performance review meetings pertaining to facility level data and report.

·         Participate in review meetings and catchment area meetings

·         Work with ICAP regional and country office M&E team in building the capacity of  site data clerks/HITs to ensure data use for continuous quality improvement at woreda and health network level   

·         Spend about 80% of her/his time in the field doing mentoring and supervision

·         Undertake other related activities as assigned by the immediate supervisor

Job Requirements

REQUIRED QUALIFICATION AND WORK EXPERIENCE:

 ·         BSC Degree in Health informatics or M&E from recognized college/university

·         3 years related work experience preferably on HIV program

·         Health background will be an asset

·         Ability to establish and maintain excellent work relationship

·         Strong interpersonal communication skills

·         Proficiency in written and spoken English.

.         Basic computer knowledge with ability to use the MS office
