Purpose of the position:

The position will lead and responsible for PSNP institution capacity and system development and actively build Government and Community based organization's performance in supporting SPIR activities at woreda and kebele and community level. He/she is expected to foster strong relationship with woreda steering, food security task forces, and social accountability structures. The job holder will lead design and training, coaching and mentoring of government officials, frontline staff and SPIR program staff in various areas including PSNP 4 PIM and core provisions (Targeting, transfer, and graduation) implementations. S/he will coordinate annual capacity need assessment, quarterly review of PSNP partners and prepare monthly, quarterly and annual reports for submission to technical lead and woreda Manager. The position will also closely work and support the linkages and cross-cutting issues of capacity development support for other purpose areas ( Ag/Livelihood, Nutrition, WASH , Gender, Climate change, and DRR ) to ensure effective capacity development system is in place.He/She will be working along with woreda partners to  establish strong accountability system across the project operational areas   The position will be based in Woreda SPIR DFSA project  office with frequent travel to the respective kebeles of the woreda

Major Responsibilities

·         Lead planning and implementation of annual institution Capacity development  and social accountability

·         Lead and facilitate the implementation of capacity development activities within the woreda in collaboration with other officers and the relevant government offices

·         Coordinate the regular meetings,  annual capacity needs assessment and  program review in collaboration of woreda food security task forces

·         Prepare quality periodic progress reports and submit on a timely basis and document properly at woreda level

·         Monitor regularly the performance of grass-roots committees, task forces and CBOs and provide technical back up  timely and accurate dissemination of   activities to the donor,

·         Facilitate the capacities of project staff, concerned government offices, CBOs and the beneficiary community is properly enhanced.

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

·         BSc in Agriculture ,Ag extension, development studies, or  related social science studies with more than 5 years of grass root experience in directly coordinating ,supporting and facilitating capacity development activities in development programs

·         Experience of working on PSNP and emergency response programs as related to the management of food movement is preferable

·         Literate in knowledge of lotus, Excel, MS Word and PowerPoint

·         Fluent in local languages ( Amharic and Afan oromo )

·         Effective in written and verbal communication in English

·         Demonstrated experience in the application of  tools  such as social accountability, community empowerment at grass root level  systems strengthening is highly preferred

·         Prior Knowledge of USAID and USG grant regulations and procedures is highly advantageous

·         Strong communication skills.

Working Environment / Conditions:

  • Work environment:  Woreda level office-based and travel regularly within KAs of the Woreda.
