Report to: Finance & Procurement Directorate of MoLSA& Social Welfare Development Promotion Directorate

Objective

To support Finance & Procurement Directorate and Social Welfare Promotion Directorate of the Federal Ministry of Labour & Social Affairs in strengthening the financial management system especially PSNP-IV & UPSNP, SCT and other donor assisted grants. To lead the financial transaction work, including supporting the regional and city finance officer that are responsible for financial issues.

Job Description

The Senior Accountant will perform the following key tasks:

  • Provide technical support on financial management areas to MoLSA.
  • Review and get acquainted with the PSNP & UPSNP program implementation documents: the PIM, manualsof region& city specific implementation manuals.
  • Review the financial management manual, prepare training materials and provide training to the accountants at the federal, Region &City in collaboration with MoF.
  • Prepare request letter for budget disbursement to MoLSA.
  • Prepare and maintain accounts and records of the financial flow in line with set guidelines and FM manual.
  • Follow-up adherence to program financial management guidelines at Regional & Woreda level.
  • Maintain cashbook for PSNP and other programs & prepare monthly status report.
  • Ensure that the program budget and disbursement schedules are regularly updated and maintained.
  • Ensure that DCTs are requested and liquidation reports are submitted timely.
  • Ensure that proper financial records are maintained at Federal, Regional, and Cityand provide support.
  • Ensure timely submission of expenditure documents for PSNP &UPSNP to MoF.
  • Prepare periodic financial report and additional statement as per the program financial reporting (as stated in the PSNP, UPSNP and SCT Financial Management Manual).
  • Prepare consolidated (IFR) financial reports and bank reconciliation statements for MoLSA.
  • Ensure the application of rules and regulations on the financial manual and monitoring compliance with PSNP, UPSNP and other Donor PIM.
  • Collect, consolidate and regularly update program expenditure data and information.
  • Monitor and train accountants at BoLSA.
  • Follow-up and monitor, through regular field visit to regions, to ensure appropriate use of fund by implementing agencies and give technical assistance (on the job training) to regional BoLSA, providing technical support and guidance to regions and cities on financial matters.
  • Review the audit findings and recommendations and act upon it.
  • Prepare action plan to external and interim audit comments, respond to the action plans timely and follow with regions on the action they have taken on their action plans. Ascertain that audit findings and recommendations are taken seriously.
  • Analyze and review budget and expenditure, monitor and review accounting related system report accuracy and completeness.
  • Participate in FM Task Force meeting to explain the status of financial management issues. Prepare response to Development Partners query by consulting all Directorates responsible for PSNP and other financial management.
  • Advice on appropriate options and solutions in light of any aggregate identified funding gapas per provisions identified in the Draft NSPS.
  • Ensure that the financial management system of MoLSA is strengthened.
  • Resolve accounting discrepancy.
  • Recommend develop and maintain financial data base, computer software systems and manual filling systems.
  • Coordinate financial related training program in close consultation with all Directorates.
  • Strengthen the capacity of MoLSA Accountants.
  • Perform other duties assigned by the finance and procurement directorate.

  • Grant finance procedures for MoLSA
  • Procurement procedures (adapted)
  • Train MoLSA finance staff on finance procedure, procurement procedure, financial reporting& financial analysis as required.

 Job Requirement

Specific Qualities Require

  • Experience and knowledge on Government Financial Administration.
  • Knowledge on Financial Administration of World Bank (Donor) financed projects.
  • Familiarity with social protection policy programs.
  • Adequate and proven knowledge on Financial Data and Report Analysis.
  • Experience on usage of Accounting Software.
  • Willingness to participate on extensive field visit.
  • Proven knowledge and experience on report writing in English. (Good knowledge of English Language)

Qualification & Experiences

  • Qualification MA/BA in Accounting, Finance Business Administration and related field, professional qualification with CPA,ACCA,and CIMA will have an added advantage.
  • Proven work experience with 6 years for MA & 8years for BA in accounting task.
  • Experience in PSNP and other World Bank Projects Financial Management have an added advantage.

Benefit Package: Salary Birr 15,000

Duration:1 Year with Possibility of Extension
