Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Finance Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable.   

Background:

The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.

Roles & Responsibilities:

The purpose of the officer position is day to day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines;
  • Implement delegated support function portfolio according to plan of action;
  • Promote and share ideas for improvement of the support function;
  • Review payment requests for accuracy, completeness, compliance, level of authorisation and clarity on the invoices;
  • Ensure accurate maintenance of all NRC financial and accounting files and transactions;
  • Oversee the financial accounting, management, monitoring and reporting;
  • Support the Support coordinator in budget preparation as well as proposals development;
  • Ensure proper management of accounting documents and records;
  • Assign duties, supervise, train and appraise Finance Assistant;
  • Assist the Support coordinator and Logistics in carrying out Spot Checks;
  • Oversee all financial requests made by the projects, and ensure that NRC’s external financial obligations are met.

Specific responsibilities:

  • Monitor and disburse program budgets as per approved expenditures and budget lines
  • Provide up-to-date analysis and regular reports of the Area financial status
  • Prepare and submit periodic financial reports as appropriate

·         Any other duties that may develop over the duration of the contract and assigned by the line manager. 

Job Requirements

Generic competencies:

·         BA degree in Accounting/Finance

·         Minimum 3 years of experience

·         Experience from working as a finance or project staff in a humanitarian/recovery context

·         Previous experience from working in complex and volatile contexts

·         Documented results related to the position’s responsibilities

·         Some knowledge of English

·         Knowledge in computer operations

·         Working knowledge in window based operating platform

·         Experience working on online accounting software
