Job Description

Specific duties include:

  • Asses the required legal and procedural needs of NEBE based on the newly revised electoral law and prepare drafting plan accordingly. Supervise the drafting of directives manuals and legal policy guidelines.
  • Advise the NEBE on the development of regulations and procedures for elections. Advise the EMB in the interpretation and implementation of the provisions of this regulatory framework, if appropriate. Provide legal assistance as required during the preparations for upcoming electoral processes, in particular to highlight legal implications of decisions taken in the course of the electoral process;
  • Act as a resource on comparative experiences and provide guidance on legal issues related to elections to members of NEBE, civil society members and other stakeholders;
  • Conduct assessment on the need for initiation of new laws and advise board members of NEBE on the development of additional legislative actions based on the constitution.
  • Provide guidance to the SEEDS teams to ensure that advice to NEBE is in line with the established legal framework for elections.
  • Conduct continues capacity-building of NEBE staff and other electoral stakeholders in the field of the legal framework for elections as required.
  • Participate in project review and/or evaluation meetings, as and when necessary.
  • Provide regular updates and draft reports and other documents according to the Project’s reporting framework as well as ad-hoc requirements.
  • Perform other tasks and duties as requested by the Chief Technical Advisor and NEBE board member in charge of legal affairs.

Job Requirement

Masters’ degree in Law.

Interested applicants must have a Minimum of 6 years specialized experience in national or international context, in legal affairs of which at least two related to electoral / political processes which involve advising high-level officials; Strong technical knowledge & comparative experience of the field of constitutional and electoral matters; Demonstrated knowledge of cross-cutting international standards in the election field; the post requires considerable cultural and political sensitivity and an ability to meet deadlines; Familiarity with the UN in general and UNDP procedures in particular and/or previous experience with the UN is an asset.
